			<content:encoded><![CDATA[<p><strong>Lady Mary Holborow, Lord Lieutenant of Cornwall, has agreed to become the Patron of the Stadium for Cornwall group.</strong></p>
<p>&#8220;Lady Mary&#8217;s enthusiastic approach to major Cornish projects is well known, as she is thoroughly supportive of our aims and aspirations.</p>
<p>The leaders of the four political groups in the new unitary authority, have contacted the Stadium for Cornwall committee, and stated that they are unanimously agreed in principle to the need for a stadium for Cornwall.<br />
At present, the authority is investigating a number of possible sites.</p>
<p>At some stage it might well be important to show the extent of support throughout the Duchy for this scheme.</p>
<p>Currently, 3042 people have signed the on-line petition, and a further 5700 have signed the individual petition sheets.</p>
<p>Please help to swell this number to make it a significant response to a widely perceived need. Get family and friends to sign the on-line petition.&#8221;</p>

<hr /><strong><span style="text-decoration: underline;">WHY DOES CORNWALL NEED A STADIUM?</span></strong>  </p>
<p>Cornwall is probably one of the few areas within the UK that doesn&#8217;t have a modern sporting stadium.  Yet Cornish sportsmen and women have represented Cornwall all over the world and in many different sports - this remains the case today.  Back in the &#8216;old days&#8217; Cornish Rugby has had the honour to have played host to many international touring rugby teams over the years including; New Zealand, Australia, South Africa, New Zealand Maori, France, Romania, the USA, Canada, Japan and the Soviet Union.<img class="alignright" src="http://i132.photobucket.com/albums/q37/kdmetcalf/soccer/mz_3924448_bodyshot_175x233.gif" alt="" width="175" height="233" />But can we, the people of Cornwall, host such teams now and be proud of our modern sporting facilities? Can we host a major rugby or football game?  Do we have a venue that would attract top bands for concerts?  The answer must be a resounding <strong>NO</strong> and we can&#8217;t allow Cornwall to be the &#8217;sporting backwater&#8217; that our sports stadia have become!</p>
<p>So it is therefore vital for the Cornish, the people of Cornwall and our future sporting stars, that we should have a modern multi - functional &#8216;Stadium for Cornwall&#8217;.We must call upon our new Cornwall Council to help facilitate the building of a Stadium of which the people of Cornwall can be proud. <p><span style="font-family: Verdana; font-size: small;"><span style="font-family: Verdana; font-size: small;">Cornwall Council is taking a step forward in looking at the possibility of creating a new sports and events stadium in Cornwall.The new facility would provide a top quality venue for rugby and football teams as well as acting as a sports hub for Cornwall and a venue for major entertainment events.</span></span></p>
<p>The Council has engaged stadium specialists, Gardner and Theobald, with a wealth of experience in this area, to look at the benefits of various sites and set-ups to prepare a robust business case.</p>
<p>Carolyn Rule, Cornwall Council cabinet member for the Economy and Regeneration, said: &#8220;This could be a fantastic development for everyone in Cornwall. We are rightly proud of the great achievements sports men and women from this region have made. Unfortunately to reach the highest level they have had to move out of the County to do so.　 The Stadium would help to retain, nurture and develop talent to achieve the highest levels. Cornwall deserves a stadium on a scale that matches their achievements and aspirations.</p>
<p>&#8220;At the moment we do not have a facility in Cornwall for major events. We believe that there could be great opportunities for the Council to work with sports clubs and businesses to come up with the best solution for Cornwall.&#8221;</p>
<p>The stadium would have an initial capacity of over 10,000 of which at least 4,500 would be seats, suitable for both football and rugby. The stadium would be designed to be able to increase in capacity in stages over time. As well as operating as a large event venue the stadium could include revenue generating facilities such as a hotel, food and beverage units and leisure facilities.</p>
<p>The Gardiner and Theobald team, also including The Miller Partnership Architects, pmpgenesis and Five Lines Consulting, who have previously worked together on major projects such as The Ricoh Arena in Coventry, The Liberty Stadium in Swansea, KC Stadium in Hull and the redesign of the Brit Oval, are expected to report their findings back to the Council in the autumn of 2010.</p>
<p align="center"><span style="text-decoration: underline;"><strong>Stadium Funding</strong></span></p>
<p align="justify">
<p align="justify"><strong>Funding for the Stadium is being looked into, and could be derived from</strong>:</p>
<p align="justify">
<p align="justify">1. Capital Funding. This relates to asset sales (land belonging to Cornwall Council), and will go towards construction.</p>
<p align="justify">
<p align="justify">2. Planning Gains. This is a ‘land-swop’ arrangement allowing a firm to acquire land for building in exchange for financing the stadium.</p>
<p align="justify">
<p align="justify">3. From various governing sports bodies (i.e. The RFU, The FA and other smaller bodies.)</p>
<p align="justify"><span style="text-decoration: underline;"><strong>Statement from the Stadium For Cornwall Committee</strong></span></p>
<p>The <strong>Stadium for Cornwall Committee</strong> would like to express their delight at the positive responses of both the Councillors and the officers of Cornwall Council.<br />
We were pleased that our group’s presentation and documentation in support of a Stadium Complex for Cornwall was well received and gained cross party support which we feel is imperative for the speedy realization of our goal.<br />
The positive action taken by our new party leaders in the Council in this case is exemplary, and the response of the officers we discussed the project with were highly professional and helpful in all respects.<br />
With such commitment and leadership we feel that there is every chance of our dream soon becoming a reality.<br />
We hope to gain more support through our website as our petition now moves towards 10,000 signatures.</p>

<p align="justify">‘The tourist industry is vital to Cornwall’ or ‘Cornwall relies on tourism’.  How often have we heard these phrases uttered so often by our councillors? Phrases that have become the ‘mantra’  we refuse to question.</p>
<p align="justify">Certainly, tourism brings financial benefits to Cornwall and has done for many years. But if tourism is this great ‘industry’ why is it that Cornwall is always the ‘poor man’ of Europe that constantly receives Objective One or Convergence Funding handouts?</p>
<p align="justify">There is no denying that people visit Cornwall in their droves. So a multi-functional Stadium for Cornwall could take advantage of this potential audience and income by providing quality entertainment such as concerts, bands and entertainers during the summer months. While during the winter, our regular sports such as rugby and football would be the main attraction - making the stadium an ‘all year round’ work and income provider. We don’t often hear the words ‘all year round’ in Cornwall do we?  But how often to we hear the word ‘seasonal’- more often than we would like.</p>

<p align="justify"><em>Top bands could play at the Stadium for Cornwall</em></p>
<p align="justify">The real multi-functionality of a modern stadium is only limited by lack of imagination. Again, we hear our councillors and planners waxing lyrical about Cornwall becoming an important energy efficient area. A multi-purpose stadium could go some way in achieving that aim by becoming an ‘energy hub’ for Cornwall.</p>
<p align="justify">Solar panels fitted into stadium’s ‘awning’ would help make it energy sufficient when in use. When not in use, it would store energy with the excess being returned to the local grid. Geothermal heating could be used to supplement that energy by taking advantage of the continuous high temperatures that exists below the earth’s surface. Maybe an ‘energy from waste’ system could be incorporated - and not just for the stadium - but also the surrounding area.</p>
<p align="justify">Rainwater run-off from the stadium awnings would be collected and used for pitch irrigation, showers, baths, cleaning, flushing urinals and toilets. The stadium itself could be built from sustainable materials where practicable. These initiatives will go some way in enabling Cornwall to become a leader – a beacon of excellence in Eco-friendly technology – and will help to provide Cornwall with a ‘proper’ industrial base of the like we haven’t seen since the demise of tin mining.</p>
<p align="justify">This is too big an issue to play party politics and requires cross-party support - not arguments that get us nowhere. We have a new Cornwall Council with a new CEO, Kevin Lavery and Alec Robertson is the new leader of the Council. Notice how often the word ‘NEW’ is used?   Well these are the guys that must have a ‘NEW’ vision for Cornwall.  A vision that should include a modern, Eco-friendly, multi-purpose stadium for the people of Cornwall and her future generations.</p>
<p align="justify">A stadium that the people of Cornwall can be rightly proud and used by ‘ Onen hag Oll’ –</p>

<p>&#8220;<em>The Cornish Pirates are fully supportive of a Stadium for Cornwall, which would house many other sports and facilities, not just rugby and soccer. We believe that such a stadium would bring great benefit to Cornwall and hope we would be one of the Clubs playing there. In the meantime we will continue to play at Camborne until the stadium is ready for use and, whilst we have had talks with Mr Heaney in the past, we are not party to his plans to develop a site at Polwhele</em>&#8220;.</p>

<p><strong>St Helens Rugby League Club propose a new 18,000 – capacity stadium.</strong></p>
<p>　In summary, these developments are:</p>

<li>The transformation of the derelict former United Glass site to create a new 18,000-capacity stadium for St Helens Rugby League Club, a 140,000 sq ft Tesco Extra, as well as associated public realm and infrastructure improvements which will go hand-in-hand with the development</li>

<li>The redevelopment of the existing town centre Tesco store in Chalon Way into alternative high quality retail use, significantly enhancing and extending the town ’s retail offer</li>
</ul>

<li>The development of the existing St Helens Rugby League Club site at Knowsley Road to create high quality family housing, which will enhance the existing community.</li>
</ul>

<p>Together, these developments will create thousands of new jobs and pump millions of pounds into the local economy, strengthening the borough ’s economic base.</p>
<p>They will also deliver increased civic pride, enhanced social inclusion and improved brand image for the town.</p>
